Science and Development Network (SciDevNet) (http://www.scidev.net).You can subscribe to receive weekly email updates which would among other things provide you with information on scientific developments as they affect the developing world; advertisements on upcoming scientific events, fellowships and grants adverts as well as job vacancies in several organizations. The SciDevNet has a portal on Open Source which is very informative. This should be a must for every scientist in the South.
